Bc there is possibility to create not only a dress, but also history of her, so here we are with poor and schematical plot:

I call her Oreis.
It means - Majestic.
She is a heiress of aristocratic family.
Her homeland is distant planet; it has warm climate, not destroyed by civilisation (advanced, but not concentrated only on making progress). Wise Aharts (it's the name of her race) live in peace...
...Until come strange and young invader - Humans.

She put this dress on special occasion - it was annual festival bonded with local holiday of Greatest Goddess; every daughter of seven Great Houses (including our Oreis) had to put sacred fire on goddess' altar: according to tradition, it had to bring happiness for all country.

Big gathering concentrated on capital's main plaza; but in the most important moment - when they had to kindle the fire, dark shadow passed over the buildings. It was terranean's battleships.
